I've been having a frustrating issue with my PC for about a year or two. When I first start it, everything is really laggy and it often freezes. I have to restart it right after turning it on to get it to work properly. Recently, I noticed something odd: even after turning my computer off for a week, the CPU uptime showed 10 days when I powered it back on. After a restart, the timer reset. I decided to test it by shutting it down overnight, and in the morning, it showed a 20-hour uptime! I don't have the fast startup option enabled since I have a desktop PC, not a laptop. I always close all my applications before shutting it down to avoid issues. I'm running an Intel i5-9400F with Windows 11, and I really don't want my CPU running continuously. Have you tried a different power plan? Sometimes modifying those settings can make a difference. Also, keep an eye on background tasks that might prevent the shutdown.
It sounds like a glitch with the shutdown process. First, make sure sleep mode is completely turned off in your settings. After that, try updating Windows if you haven't done so; there was a bug that caused shutdowns not to fully shut down PCs. This might help resolve the issue!
You could also look into your BIOS settings; sometimes hardware configurations can mess with shutdown processes. Just a heads up though, be careful when changing anything in there—back everything up first!

I checked and sleep mode is definitely off, but I'm still having the same problem. Upgrading Windows didn’t resolve it either.
