Should I Stick with 2022 or Upgrade to 2025 for My Domain Controller?

I currently have two Domain Controllers (DCs): one running Server 2012 R2 and another on Server 2019. I just purchased licenses for Windows Server 2022, but I'm confused about the domain functional levels. I'm unsure if I should upgrade to a 2022 setup and possibly raise the domain functional level to either 2016 or 2025. I've heard mixed opinions about 2025, especially since its end-of-life is set for 2027. Would it be better for me to return the 2022 licenses and invest in 2025 instead?

I would say go for the 2025 license, as it should cover downgrade rights. Just remember that you need all your DCs on the same version to avoid problems. Also, the functional differences between 2016 and 2025 might not be massive. Be cautious, though!

A lot of people are hesitant about using 2025 right now. It's not clear if it's been tested enough to catch all the bugs. If you do want to go to 2025, make sure all your DCs are running it. I've got DCs on 2022, while others seem to have 2025 working fine, so it's a bit of a gamble.
