I'm currently running a 5800X3D and a 4070 Super. I just upgraded my setup to 1440p, but I'm noticing that my FPS dips below my refresh rate during competitive gaming, especially in CS2. I'm trying to decide if upgrading to a 9800X3D, which would mean getting a new motherboard and RAM, or going for a 5070 Ti would give me a better boost in FPS at 1440p. Both upgrades are priced similarly. I'm considering selling my old chip or GPU to help cover the costs. I'd love some advice on which upgrade would impact my performance more!

You mentioned your GPU is maxing out while your CPU runs lower. If your GPU utilization is hitting the 90-100% range, that suggests it’s handling the load pretty well. You might see more benefit from upgrading your CPU to the 9800X3D, especially for CS2. But if you feel your FPS needs a more immediate boost, then the 5070 Ti could be the way to go. Just make sure you sell your old hardware if you do decide to upgrade.
Honestly, before you spend money, try tweaking some graphics settings. Your current build is still pretty powerful. But, if you're seeing those dips in 1% lows, it might be time to consider an upgrade.
A 9800X3D will definitely beef up your CPU performance, especially for CPU-heavy games like CS2, while the 5070 Ti could provide a solid performance boost at 1440p. It really comes down to which bottleneck is hurting your performance more: the CPU or the GPU?
I've already tweaked a lot, but I'm mainly focused on CS2 performance. Since the game leans on CPU, I’m just not sure if the 9800X3D would help with those embarrassing dips.

Thanks for your input! I'm leaning towards the CPU upgrade since I know the 9800X3D is a real beast for performance.
