I recently found a hard drive that has around 80 old games on it, like Polar Bowler, Penguins!, Build-a-Lot 2, and Chuzzle Deluxe. I'm having trouble getting them to work and I'm not really sure how to proceed. Is there anything I can do to get these games up and running?

If these games were installed through Steam, you could add the drive to your Steam account, assuming you're logged in with the same account. If not, they might not work on modern systems, and you could try using an old PC or setting up a VM instead.
You could fire up a virtual machine (VM) to play them! It’s a great way to enjoy older games.
These games might be 16-bit, which means you'll need something like DosBox or a VM with an older operating system installed to run them properly. It’d be smart to check their requirements first!
Just a heads up, if you go with the VM option, disable the network adapter to keep it secure. Older systems often have vulnerabilities.
