What is this mysterious “Other Storage” on my phone and how can I get rid of it?

I have a 128GB phone and I'm running into a major issue—about 110GB of it is filled, with a significant portion taken up by something labeled as "Other." I've deleted a bunch of apps, photos, and videos that I thought were safe to remove, but I still can't install or update apps because the system keeps requesting an extra 2GB. I'm really at my wit's end here! What exactly is "Other"? Is it cached files, leftover data from deleted apps, or something else? It seems like it just keeps growing on its own. I'm hesitant to do a factory reset, so I'm looking for any advice on how to clean this up without damaging anything important. Has anyone successfully dealt with this before?
