My PC has officially given up, likely due to an aging motherboard, RAM, and power supply. I've already cleaned and reconnected the RAM to get a little more time out of it, but now it won't boot at all. I need to recover some specific video files that are unique and irreplaceable, especially since they're from games that have long been removed or are no longer playable. What are my options for getting these files back?

First things first, you should remove the hard drive from your dead PC. After that, connect it to a functioning computer that already has Windows installed, using either a standard SATA connection or a SATA-to-USB cable. This way, you can access it like a USB stick and recover your files easily.
Just a heads up, if you're using a 3.5" drive, the same process as above applies. Unplug it from the faulty computer, get a SATA-to-USB adapter, and plug it into a working system. Most times, the new computer will recognize the drive, but it's not guaranteed.
You can either try to repair the old machine and recover the data that way or take the SSD or HDD out and place it into a new computer, or even a USB enclosure. That would let you transfer your files over without needing to fix the old PC.
