I'm putting together a PC aimed for 50% 2k gaming with an RX 9070 and 50% coding/work. Should I go with the B860 or the Z890 motherboard? What kind of performance improvement can I expect from overclocking, considering I have 16 GB of 5600 MHz DDR5 RAM?

Honestly, both the B860 and Z890 will do just fine for regular overclocking. At 2k resolution, the GPU is really the star of the show, so you might not notice a huge difference in CPU performance. But keep in mind, if you multitask a lot with only 16 GB of RAM, you might run into some lag, especially with different programs running at once. It's something to think about!
I don't think overclocking is worth the hassle these days. Current CPU power handles gaming just fine, so it might not be necessary to stress over choosing between these two motherboards.
This generation of Intel has some really solid B860 motherboards that offer great features for a reasonable price, like the ASRock B860 Live Mixer WIFI. If you’re looking for value, these boards are more than capable for a setup with the 265k. The Z890s like the Gigabyte Z890 EAGLE also deliver good performance, but honestly, it often comes down to personal preferences and what features you specifically need.
I’d say go for the B860. Overclocking isn't as impactful anymore in gaming, and modern CPUs are generally powerful enough on their own!
