Why Am I Seeing a Network Block Error with Abuse Complaints?

I keep getting a message saying my network is blocked due to unresolved abuse complaints related to malicious behavior. It also mentions that it's checking if a real person is making these requests instead of a robot. I'm confused because I haven't been on any suspicious sites and I don't have malware on my devices. Can someone help me understand what this means and how I can fix it? I'm worried that something might be compromised with my network.

It’s hard to be completely sure you don’t have malware—many people think their systems are clean until they find out otherwise. This block could also be due to your ISP assigning a new dynamic IP address that was previously blacklisted. It’s worth checking if there’s any unusual traffic coming from your devices.

What exactly are these unaddressed abuse complaints? I’m not sure I get what that means.
