Why Are My PC Fans Running at Full Speed All the Time?

I've been using my PC for about a year, and recently the fans have started running at 100% consistently, even right from booting into any operating system. Initially, there was no issue, but about 9-10 months in, I'd notice the fans ramping up to 100% while booting before settling back down to normal speeds. Now, they won't stop running at full speed, regardless of whether I'm in Windows or Linux. Could this be a problem with my power supply or motherboard? For reference, my motherboard is an MSI B450M-A PRO MAX II and I have an FSP HV PRO 650W power supply.

It’s probably not your power supply. The PSU typically doesn’t control fan speeds. Have you maybe updated your BIOS recently?

I haven't done that yet. I'm worried because there are currently a few typhoons hitting our area that could disrupt the power while I'm updating the BIOS. Also, my motherboard doesn’t have a BIOS switch, right? I’m starting to wonder if the typhoons have affected the power supply somehow, but I know that's unlikely.
