Why does my PC performance degrade over time after resets?

I'm relatively new to PCs and I'm experiencing some frustrating issues. Since I bought my setup last year, I've found that my AMD Ryzen 7 7700 with an MSI RTX 4060 graphics card and 16GB of RAM runs fine initially but then starts to slow down after a few weeks, even after I reset it. I've had to reset my PC a couple of times since March. It starts with minor annoyances like audio cutting out, possibly due to THX Spatial Audio, but then leads to bigger performance problems. Games like Elden Ring are stuttering, and older games see a drop in FPS. Even streaming videos on YouTube automatically sets to 360P, despite my settings being for 1080p. Programs also start opening slower, and occasionally audio from YouTube or Spotify cuts out while gaming. There have been a few crashes, and I've received VRAM alerts in games like Forza. I've tried updating drivers, cleaning out the case, and applying new thermal paste, but I'm still unsure what the core issue is. Any advice on what might be going wrong?

It usually just gradually gets worse, not super fast but noticeable. Before my last reset, it started crashing, especially when playing games like Forza or Spider-Man. I checked VRAM usage and it looked normal, but memory was maxed out.
