Why is GTA Online Stuttering on My High-End PC?

I recently revived my secondary PC since I sold my main gaming rig. It has an Intel Core i9 7900X (overclocked to 4.4 GHz), 32GB of RAM at 3200MHz, an Nvidia RTX 3080, and two M.2 SSDs: a 2TB WD SN850 and a 1TB WD SN770. I'm running a 1440p 240Hz monitor as my primary and a 1080p 100Hz as my secondary monitor. However, I'm experiencing significant stuttering in GTA Online despite having good FPS. I've already tried several solutions, like disabling CPU overclocking, changing memory profiles, turning off hyper-threading and overlays, and capping the frame rate. My drivers are up to date after a fresh Windows install. Any ideas on what might be causing these frame time spikes?

Keep in mind that the i9 7900X is already nearing a decade old for gaming, especially in CPU-heavy titles like GTA Online. It might struggle more than you'd expect.

I had an i7 5820K back in the day and it handled the game just fine, so I think your CPU should still manage okay.

Check if your FPS is above 170. I’ve heard that GTA V can have issues when FPS exceeds that limit.

The FPS are well below that threshold. I did hear that high FPS can be problematic, but I capped the frames as well.
