Why is my FPS lower than streamers with similar specs in Black Ops 7?

Hey folks, I'm trying to figure out why my frames per second (FPS) in Black Ops 7 are falling short compared to some streamers, even though I think my PC specs match or exceed theirs. Currently, I'm averaging around 210-250 FPS and sometimes it spikes higher in lighter moments, but during chaotic scenes with lots of players and explosions, I see drops down to about 160, and occasionally below 80. There's this streamer, Scope, who consistently hits 280-300 FPS in similar circumstances. I'm not sure what's going wrong on my end since our specs look pretty close.

Here are the steps I've taken to troubleshoot:
- Set NVIDIA Control Panel to Performance mode
- Chose the Ultimate Performance power plan in Windows
- Dialed down all in-game graphics settings to Low
- Turned off Frame Generation

Here are my specs:
- GPU: RTX 5090 AORUS
- CPU: AMD Ryzen 9 9950X
- Motherboard: ROG Strix X870E-E Gaming WiFi
- RAM: 96 GB @ 6000 MT/s
- Resolution: 2560x1440
- Monitor: 500 Hz
- Frame Generation: Off

Could this be a case of a CPU bottleneck, limitations of the game engine, a Windows setting, or some tweaks that streamers make (in OBS or elsewhere) that I'm missing? I'd appreciate any insights!

If you're on Steam, try disabling the Overlay for Call of Duty in the Properties and then restart your game. That could help boost your FPS as well!

Are you using that RTX 5090 for video encoding? Many pro streamers have a second GPU or a dedicated capture card for that. If you're not streaming actively and still see drops, your setup might be fine. But if you have NVIDIA's ShadowPlay on, it could affect FPS when you're saving clips, even if you’re not actively recording.

There's a good chance the streamer you're watching has an x3D chip like the 9800X3D, which can outperform the 9950X significantly in gaming scenarios. Also, remember that every setup is unique. Things like cooling, specific component quality, and even slight overclocks can change performance. You might want to check if XMP is enabled on your RAM. Run a tool like ZenTimings to see if your memory is actually operating at its full 6000 MT/s. Sometimes it won't run at the advertised speeds without proper settings.

I just checked and confirmed EXPO is on; my RAM is operating at 6000 MT/s with CL30 timings! So that seems fine.
