I recently purchased a second-hand i7-10700 for my work setup, but I realized I don't have a mounting bracket for my cooler that fits the LGA 1200 socket. Is it safe to power it on without a cooler just to check if the system posts?

Yeah, you can power it on briefly to see if it works, but make sure you turn it off right away to avoid overheating.
You should apply thermal paste and attach the heatsink even if it’s just for a short test; it’s safer that way. Just don’t leave it running too long!
