Did I Make a Mistake by Not Using a Domain Broker?

So, I'm pretty new to this whole domain purchasing thing and I wish I had joined this forum before I took action. Am I in deep trouble? Here's what happened: I went to ICANN and found the owner of a domain I want, and I sent a request through their contact page. Should I have used a domain broker like Sedo for $69 instead?

The $69 fee is just to get in touch with the owner, not to buy the domain. If the domain isn’t for sale or if your offer isn't appealing, they likely won't sell it. So, I wouldn’t worry too much about that.

Thanks for the quick reply! A couple of things: Should I think of the domain as being for sale if it’s not currently used? Is there any way to check if it’s marked as "not for sale" on ICANN? Also, since I reached out without a broker, did I actually save that $69?
