I contacted Apple Support using my 12-digit code to reactivate the deletion. The issue I'm facing now is that I can't access my account because it's asking for a confirmation code sent to my old phone number, which I can't access anymore. I still remember my login details and initiated a recovery process through the Iforgot site, selecting that I don't have access to that old number. I've been waiting for 23 hours and haven't heard back yet. The device I'm using to recover is the same one I started the process on. Am I doing everything right? Any advice would be appreciated!

So, just to clarify, the account recovery process can take anywhere from 24 to 72 hours. After the 24-hour mark, you should receive an email to your primary email address confirming your status in account recovery and giving you a specific time when your account will be accessible again. You can check your recovery status anytime at iforgot.apple.com. Just a heads-up: if you have any Apple devices signed into that account and they're powered on, they'll automatically cancel the recovery process, so make sure those devices are off.
