I've been trying to return a device and have done everything I could think of: I've deleted all my apps and photos, removed my debit cards, logged out of my Google accounts, and factory reset the phone. I also removed the device from my Google account, changed my passwords, but yet somehow, it's still showing up as linked in the Google Play Store on my other phone. I get messages like 'make sure the device is connected to the internet,' but it's not even online! It feels like there's still some connection. I just want to completely unpair this device from my account; it's driving me crazy!

Google tends to leave these 'ghost devices' connected even when you think you've removed them. Try logging into the old phone again, head over to Settings > Apps > Google Play Store and clear the cache and data. Once done, factory reset the device again—like you’re trying to perform an exorcism. If that doesn't work, contacting Google support may be your only option at that point!
Honestly, it’s just a record of the device that was linked to your account before. It’s mostly harmless, but I get why it’s annoying. You might see the option to install apps on it, but if it's not working, just ignore it. The device should eventually fall off once the association is officially over.
Is there a SIM card inside the device? If it's not there, that’s fine, but just double-check things. Sometimes that can impact how devices are recognized.

Yeah, I can confirm it's just a ghost entry. I had a similar issue before, and it did go away with time.
