I've been having a really frustrating issue with my internet connection for about two years now, and it's hard to pin down. I seem to be the only one in my household experiencing these problems. First, there's this bizarre delay when loading or sending things, like messages on Discord or Twitch. Sometimes webpages take ages just to start loading, even though my connection speed is 350 Mbps and they end up loading quickly once they start. Second, I face intermittent connection issues that really mess up my experience in always-online games like Battlefield 6, where I get frozen briefly before being booted for disconnection. I've done quite a bit of troubleshooting without much luck, including toggling UPnP, trying different DNS, switching LAN ports, and even a complete Windows reinstall. Unfortunately, since I'm on a CGNat setup, my options for further testing are limited. Recently, I've been monitoring my connection with WinMTR and notice consistent packet loss from "XXXXXXXXX.seaborn.net," which seems suspicious. I just want to get to the bottom of these latency issues!

It sounds like your ISP might be having routing issues if you’re seeing consistent packet loss. Have you thought about contacting them with those WinMTR results? They might be able to help if it’s on their end.
Have you tried disabling IPv6? I know it helped a friend with a similar issue. Sometimes it can cause strange latencies. Even if you’ve attempted it, it’s worth checking again just in case.
Since you’re on CGNat, it might be tough to address some issues directly, but have you checked your router settings? Sometimes QoS (Quality of Service) settings can help prioritize traffic for gaming and reduce lag. Just a thought!

Yeah, I turned off IPv6 when I first started troubleshooting, but unfortunately, it didn't change anything for me.
