I'm upgrading from an RTX 3060 to an RX 9070 XT and I'm in the market for a good 1440p IPS monitor, preferably with HDR support. I'm a bit confused about what specifications to prioritize—like color depth, color gamut, contrast ratio, refresh rate, and response time. What do you recommend?

Don’t trust the advertised response times; they can be misleading. Always refer to reviews from sites like Rtings or Monitors Unboxed for a more realistic understanding of how a monitor performs.
Your budget really dictates your choice. A 27" monitor with 2560x1440 is ideal for sharpness. Personally, I've used a 32" at that resolution, and it wasn't too bad. I also have a 39" 3440x1440 OLED and it's fantastic! But I know OLED can be pricey for some people, so make sure to decide what works for your wallet.
Check out the Monitors Unboxed YouTube channel for great reviews. If you're not going for OLED, definitely go for an IPS panel, especially for HDR. Mini LED backlighting is also a solid choice! The RX 9070 XT can handle 4K nicely, so keep that in mind as well. For some specific models, I'd recommend looking into the AOC Q27G3XMN or the Acer Nitro X275K.
I've also made the switch from a 3060 to a 9070 XT, and I found this Acer Nitro monitor that boasts 1440p, 240Hz, 1ms response time, and 99% color gamut for about $230. I haven't tried it yet since my new card isn't here, but it looks like a great deal!
If you really want a mind-blowing visual experience, consider OLED. I wasn't sold on it until I got a deal on a used LG; it's like night and day compared to my old monitors! You can find decent deals if you're willing to hunt a bit.
Seems like a solid option! Just make sure to check reviews to gauge the real-life performance before buying.
