Why are my NVMe SSD speeds so slow?

Hey everyone! I'm having some trouble with my NVMe SSD speeds and I'm hoping you can help me out. I own two Samsung 990 Pro drives (one with 2TB and the other with 4TB). The 4TB drive is connected via a Ugreen enclosure with 40Gbps support, while the 2TB drive is in a NewQ enclosure, also with 40Gbps capability. My laptop is an HP Omen Max 16 from 2025 and has USB 4/Thunderbolt ports. Currently, I'm transferring about 2TB of zip files from my laptop's internal Samsung 2TB 990 Evo Plus to the 4TB 990 Pro, but I'm only getting speeds of around 250MB/s. I've tried copying to the 2TB 990 Pro too, and the speed remains the same. When I run CrystalDiskInfo on all three drives, the results show: 3800-440 for one, 3790-444 for another, and 1000-399 for the last one. Is this speed normal, or am I missing something?
