Why won’t my PC post with two RAM sticks installed?

Hey folks! I built my PC about two years ago and it's been mostly trouble-free until recently. We had some really bad weather, which caused a lot of electrical fluctuations while my PC was still running, and this seemed to have corrupted my OS, leading me to reinstall it.

Today, I faced a 'KMODE_EXCEPTION_NOT_HANDLED (0x1E)' error while gaming, which froze my screen. After trying to reboot, my PC wouldn't post. I spent about three hours troubleshooting: swapping RAM sticks, resetting the CMOS, disconnecting and reconnecting everything, and cleaning the slots. But here's the kicker: my PC only posts with one RAM stick at a time. When I use both, nothing shows up, even though both sticks work fine separately. When both sticks are in, the fans and lights turn on, but there's no response from my keyboard or monitor.

Does anyone have an idea what might be causing this? I really want to avoid buying new hardware since I'm on a tight budget! Here are my specs: CPU: Xeon 2680v4, MOBO: MACHINIST X99 PR9, GPU: RX 580. Everything was sourced from AliExpress, so that might add some uncertainty too.

Have you tried placing both RAM sticks in the same channel? It's crucial to verify whether they're installed in the correct slots for dual channel support.

Yeah, I checked the motherboard manual and put them in the right positions. They were in the same channel before this started, and CPU-Z recognized them as dual channel.
